Project Overview

PETCO Heglig Control Centre (PHCC), previously known as WHCC, is a custody metering station located in the Heglig field, approximately 1–1.5 km from 2B Operating Company (2B OPCO) CPF.
Owned and operated by Petrolines for Crude Oil Company, PHCC enables the export of crude oil from Block 5A in South Sudan via a 24-inch, 172 km pipeline. Crude oil is received at PHCC for metering purposes, then transferred to Pump Station No.1 for onward transportation to Port Sudan Marine Terminal through the existing 28-inch pipeline.


Scope of Work

Package I: Electro-Mechanical Rehabilitation

  • Water Jacket Heater Installation
    EPCC of a 1160KW water jacket heater to enhance crude oil temperature regulation.
  • Buffer Tank & Pig Receiver Barrel
    Reinstatement of the crude oil buffer tank and repair of the pig receiver barrel insulation to ensure optimal storage and flow assurance.
  • Fire Safety Systems Upgrade
    Enhancement of the smoke detection and CO₂ systems within the Control Room, MCC, and Battery Room to bolster safety measures.
  • Variable Speed Drive (VSD) Installation
    Supply and installation of an ABB VSD inverter for the main transfer pump, improving flow control and energy efficiency.
  • Drainage System Improvements
    Reinstatement of drain pumps and modification of drain pits to prevent fluid accumulation and hazards.
  • Motor & UPS Installation
    Supply, installation, and commissioning of an ABB-M3GP 400 LA motor and a Gutor UPS for consistent power delivery.

Package II: Operational Enhancements

  • Fire Fighting System Repair
    Comprehensive repair of the station’s fire fighting system to meet safety standards.
  • Buffer Tank Maintenance
    Repair of the crude oil buffer tank to maintain storage integrity.
  • Diesel Heater & Power Systems
    Design, procurement, construction, and commissioning of a diesel-fired heater, 1000 KVA transformer, UPS battery bank, and associated instrumentation.
  • Instrumentation Installation
    Installation of buffer tank electric heaters, fire detectors, diesel transfer pumps, and comprehensive instrumentation for enhanced monitoring and control.
  • Generator Overhaul
    Maintenance overhaul of a 1000 KVA generator set to ensure reliable backup power.
  • Metering Skid Maintenance
    Maintenance and calibration of the metering skid to guarantee accurate crude oil measurement.
